Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing, and implementing agreed strategies for addressing countrywide food, agriculture, and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at the country level. This position is based in FAO Representation in Sanaa, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programs, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries, and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The incumbent will work under the overall supervision of the FAO Representative in Yemen, general supervision of Head of Programme and the direct technical supervision of the Animal Production Specialist/Head of the Livestock Unit. S/he will closely work with the livestock unit staff and in collaboration with the wider FAO Yemen in-country technical, support and operational teams. 

Technical Focus

Support the delivery and implementation of the One Health and AMR, One Health stakeholder coordination/communications, and improved surveillance, quarantine and rapid response activities and interventions.  

Tasks and responsibilities

  • Support the implementation of the FAOYE’s One Health related interventions in close coordination with the MAIF/MAI, Ministry of Public Health, and Population (MoPHP), One Health and Zoonoses Committee, UN agencies (particularly WHO and UNICEF) and other key one health stakeholders and actors in Yemen.
  • Support development of interactive training manuals on One Health and AMR (from the veterinary and livestock sector perspective) to be used as the main training materials for the planned related capacity building programs for the MAIF/MAI and agriculture offices staff. 
  • Support development of interactive training manuals on veterinary public health, food inspection, Hazard Analysis Critical Control Points (HACCP) and surveillance to be used as the main training materials for the planned related capacity building programs for the MAIF/MAI and agriculture offices staff.
  • Facilitate the designing of comprehensive methodology and approach for the planned baseline research studies to establish baseline prevenances for the prioritized livestock/zoonotic diseases and AMR in the Yemeni livestock sector.
  • Write the scientific papers based on the conducted baseline research studies for further inputs from the FAO and MAIF/MAI personnel. 
  • Support the development of One Health technical guidelines, scientific documents, and communication products to be used as awareness materials during the one-health related events and programs. 
  • Support the organization and facilitation of the relevant one health workshops, training programs, and meeting in close coordination with the FAOYE personnel, MAIF/MAI/DGAHVQ and relevant one health stakeholders/actors.
  • Support coordination with the MAIF/MAI/DGAHVQ, One Health and Zoonoses Committee, and other One Health Technical Stakeholders (including academia and private sectors) in regular planning and implementation of the one health coordination activities, meetings, and field interventions. 
  • Assist in providing technical support and backstopping to the MAIF/DGAHVQ in the establishment and operationalization of the rapid response teams (RRTs) in close coordination with the MoPHP and One Health and Zoonoses Committee.
  • Assist in providing technical advice and guidance on One Health-related issues and activities such as epidemiological analysis, risk assessment and forecasting of pandemic and health threats through One Health approach. 
  • Support key one health activities such as Joint Risk Assessment (JRA), joint surveillance and outbreaks investigations and responses, bridging workshops, and relevant simulation exercises in close coordination with MoPHP, WHO and UNICEF, and One Health and Zoonoses Committee. 
  • Preparation of the required technical reports on the implementation of the project activities and proposals for the proposed/planned upscaling FAOYE One Health interventions and innovations. 
  • Perform other related duties assigned by the Supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements    

  • University degree in veterinary Epidemiology, veterinary public health, One Health, Food Safety, or equivalent and closely related veterinary public and one health post-graduate degree. 

FAO Core Competencies

  • Minimum of five (5) years of experience in implementation of the animal health interventions, One Health programs, veterinary research, and veterinary capacity building. 
  • Working knowledge ofEnglish and Arabic. Knowledge of other FAO languages is an asset (Chinese, French, Spanish or Russian)

  • Extensive experience in implementing One Health and AMR related interventions, coordination with conducting different One Health stakeholders and delivering animal health capacity building programs. 
  • Excellent experience in diseases risk assessment, prevention and control of the emerging/re-emerging zoonotic and non-zoonotic transboundary animal diseases, and implementation of the field-based disease surveillance techniques. 
  • Good experience in stakeholder engagement, mobilization, and consultation, particularly in the field of livestock, health and environment sectors. 
  • Good network with the MAIF/MAI, MoPHP, Ministry/Directorate of Environment and other One Health stakeholders and actors in Yemen. 
  • Good knowledge on data analysis and statistical software/languages such as STATA and R. 
  • Good interpersonal, communications and facilitation skills. 
  • Excellent oral and written communication skills including report writing in both English and Arabic languages. 
  • Proficiency in standard computer software
