Attadhamon Foundation for Development (AFD) is a not-for-profit and non-governmental organization (NGO) that was established in May 2000 in Yemen.  We work among women, youth and children to achieve human noble purposes, and objectives, such as empowerment, elimination of discrimination, the reduction of poverty, creation of equal opportunities to achieve social justice and comprehensive development, to raise the standard of living for the family and the community. AFD works in partnership with society, communities, international agencies, and active partners.

 Attadhamon aims to accomplish these goals through its seven core programs: Food Security and Livelihoods (FSL); WASH; Education; Child and Environment Protection.

Job Description: 

The FSL Officer will take the lead of implementing all Livelihoods activities in close coordination with the field staff in the area.  It is expected to spend up to 50% of his/ her time in the field (mostly in and around the targeted areas), visiting beneficiary households, working area, local authorities etc.

Key Responsibilities

To undertake specific tasks on identified projects, under the supervision of a FSL coordinator, including:

  • Responsible for supervising FSL activities implementation in the target communities. 
  • Ensure the quality and integrity of implementation and administrative systems.
  • Develop a detailed implementation plan (annually/monthly/weekly plans) and ensure the FSL team adheres to the plan.
  • Ensure that the project is delivered according to FSAC guidelines and donors' contractual requirements and that all activities and deliverables are completed within the agreed timescale.
  • Actively participate in the collection and analysis of information used to determine vulnerability, and develop transparent targeting criteria.
  • In collaboration with the relevant stakeholders and communities, organize the identification, registration of beneficiaries.
  • Working closely and Participate in the design of the M&E unit plan, ensuring this links to reporting requirements, and capacity to build technical field staff in carrying out the work.
  • Participate in the documenting lessons learned, best practice, and case studies to contribute to sector learning.
  • Participate in internal coordination and cluster meetings to promote effective and efficient information sharing and program integration
  • Ensure early and rigorous implementation of accountability mechanisms.
  • Prepare regular and comprehensive project progressive reports.
  • Maintain clear and up to date records of program beneficiaries and activities (beneficiary numbers, locations, contact details, activity progress).
  • Identify potential problems or challenges in the project implementation and discuss the suggested solutions with local authorities and/or report to the direct supervisor in a timely manner.
  • Improve learning and provide guidance in related to livelihood activities for community volunteers and work as a mentor and modified the community participation.
  • Develop and design any required questionnaires or tools.
  • Act as a liaison between communities and the AFD office; maintain good relationships with beneficiaries and local leaders/authorities; and report any identified issues to the project coordinator. 
  • Help in ensuring that resources are used efficiently.
  • Coordinate travel needs, schedules, and meetings in the field.

Essential Requirements 

  • Bachelor’s degree in a discipline relevant to economic empowerment and livelihoods or any related field experiences.
  • Three years of experience in a similar field and position.
  • INGO experience is advantageous.
  • Fluency in English, both written and verbal.
  • Good analytical and planning skills with ability to interpret the situation.
  • Excellent communication and negotiating skills.
  • Good computer skills.
  • Team work skills.
  • Resilience and the ability to work under pressure, organizing prioritization and multi-tasking skills.
  • Problem solving with ability to work independently with a minimum of supervision.
  • Ability to write reports and collect data.
  • Responsibility, cooperation and take initiatives.
  • Flexible and creative.
