Position Summary PM&EN PMO is seeking a highly qualified Project Manager to lead and oversee a large-scale Wastewater Treatment Plant (WWTP – 30,000 m³/day) project in Libya on behalf of the Owner (Main Contractor – semi-public company). The selected candidate will act as PM&EN’s official representative and will coordinate the activities of the design-and-build subcontractor to ensure full compliance with contractual, technical, and schedule requirements

Key Responsibilities

• Represent PM&EN PMO in all project management activities on site.

• Coordinate and supervise the design-and-build subcontractor, ensuring adherence to technical standards, scope, and schedule.

• Perform contractual and technical correspondence with the Owner, subcontractors, and stakeholders.

• Monitor project progress, prepare reports, and ensure timely communication with PM&EN HQ.

• Oversee quality control, document control workflows, and compliance with project specifications.

• Support review of design documents, method statements, shop drawings, and project schedules.

• Manage risks, resolve site issues, and ensure alignment with contractual obligations

Skills

Minimum 10 years’ professional experience, specifically in infrastructure and water/wastewater projects.

• Successful completion of at least 3 Wastewater Treatment Plant projects (Design, Construction, or Commissioning).

• Bachelor’s degree in Engineering (Civil, Mechanical, Electrical, Environmental, Industrial Engineering, or related discipline).

• Strong command of English (Upper-Intermediate or above). • Strong technical writing skills for contractual correspondence in Arabic–English

. • Excellent command of MS Office applications (Excel, Word, PowerPoint, Outlook)

Additional Requirements • Willingness to be based full-time in Zliten, Libya. • Strong leadership, coordination, and communication skills. • Experience working in multinational and multicultural teams is an asset
