UN Libya established permanent presence in Benghazi in 2019, and the Field Security Coordination Officer (FSCO) position is essential to ensure adequate security support to enable programme delivery throughout Eastern Region. 


UN Integrated Security Office Libya, through the UNDSS Chief Security Adviser (CSA) Libya, will provide policy and technical advice to the FSCO regarding the safety and security of UN in Eastern Region, eligible family members, property and operations within the context of humanitarian and development role as well as obligations under Saving Lives Together (SLT) framework, while dovetailing with and respecting UNDSS mandate and role, and working within the UNSMS security policy and framework.


Position Purpose

The duties and responsibilities of the FSCO include to ensure the safety and security of all UN staff, eligible family members, eligible partners and contractors, resources, assets, facilities, programmes, and projects in addition to promoting, enabling, and supporting UN programme delivery throughout Eastern Region while ensuring compliance with all United Nations security policies, procedures, and regulations. 


The primary objective of the deployment of the FSCO is to advise on the protection of, and minimizing the risk to UN staff, eligible family members, property, and operations in all locations within Easter Region and at the same time enabling UN programme delivery throughout the area of responsibility. This will be achieved through:


  • Advising on security matters in the programming process at the region level as well as in the case of each individual project, from project identification, planning, budgeting, implementation and right through to monitoring and evaluation.
  • Strengthening the security arrangements of the UN in Eastern region, maintaining close coordination with UN security professionals, and maintaining a security network of international and national security personnel.
     
Duties and Responsibilities
Office and Residential Security
  • Conduct periodic appropriate security assessments of the UN Hub Benghazi procedures, practices, and security equipment to identify shortfalls in security preparedness and advise the CSA on recommended improvements and solutions. 
  • Develop and implement security requirements for the UN Hub. 
  • On a day-to-day basis provide clear leadership and management of the UN Hub guard force to ensure established security plans and procedures are closely followed and implemented.
  • Ensure high performance, regularly assess security guards’ equipment needs and submit recommendations to the CSA.
  • Conduct regular and irregular monitoring, inspection, control, and evaluation of security guards performance and submit reports on performance with recommendations for improvement reports to the CSA.
  • Implement and monitor access control mechanisms (visitor/vehicle screening) for UN Hub. 
  • Establish and implement security and safety SOPs, Security and Contingency plans for UN Hub.
  • Conduct regular exercises and drills, to include fire drill, contingency response, and MCI exercises.
  • Under the guidance of the CSA establish and maintain close coordination and liaison with HG Diplomatic Police (DP) deployed at the UN Hub.

Threat and Risk Assessment


  • Conduct a threat and risk assessment of operations across the region where UN programmes and projects are implemented, identify, and advise on implementation of appropriate risk mitigation measures. 
  • Assist and provide inputs to the CSA in preparing a comprehensive threat and risk assessment of the region to include all locations where UN staff members, eligible family members and equipment are present. 
  • Assist/provide inputs to the Area Security Management Team. 
  • Conduct regular assessments of the approved facilities to ensure that the recommended measures are in line with the prevailing security situation.

Security Plans and Business Continuity


  • Ensure that UN procedures conform to the UN security framework. 
  • Under guidance of the CSA establish, maintain, and regularly update the Eastern Region Security Plan and contingency plans in accordance with the SPM and SMOM.
  • Ensure that all UN Libya Eastern region personnel are included in the specific security plans. 
  • Under guidance of the CSA establish, maintain, and regularly update the Eastern Region and UN Hub specific security SOPs and procedures. 
  • Under guidance of the CSA, in close coordination with ISW Training Team, conduct training of the Eastern Region wardens and follow up on their specific needs for both international and national staff. 
  • Provide security related contributions to the UN Libya Eastern Region Business Continuity Plan, with guidance from the CSA.

Minimum Operating Security Standards


  • Provide continuous oversight of the UN personnel and equipment to ensure MOSS compliance. 
  • Ensure that ASC and ASMT are briefed sufficiently on the security requirements to take decisions and provide adequate resources so that staff members are provided with, and proficient in the use of, safety and security equipment, including communications equipment, vehicle emergency equipment and personal security safeguards required for work in the field. 
  • Conduct regular security and safety trainings and drills, to include fire drills, response to armed attacks and MCI response.
  • Provide the specific security orientation briefings to international and national staff members on security procedures, guidelines, communication procedures, emergency procedures and existing restrictions in movement, such as curfews, restricted and dangerous areas. 
  • Coordinate with security guards, SIOC and HG DP continuous response to all security related incidents involving UN staff and eligible family members in Eastern Region and at the UN Hub.
  • Under the guidance of the CSA, ensure appropriate professional liaison with local authorities and security forces.

Information Management


  • In coordination with SIOC provide timely and accurate security advice to the staff, visitors and contractors working/residing in UN Hub and Eastern region. 
  • Immediately report all safety and security related incidents in Eastern Region and UN Hub to the CSA and SIOC. 
  • Maintain updated UN Hub and Eastern Region residents staff lists, including details of visiting missions and consultants and regularly share the list with UN Hub SOC for radio check and SIOC for headcount purposes. 
  • In coordination with UN Hub administrative management maintain updated list of civilian contractors and maintenance personnel at the UN Hub. 
  • Under the guidance of the CSA establish and maintain an exchange of information with HG DP deployed at UN Hub and security guards, as well as with SIOC, relative to effective Eastern Region and UN Hub risk management. 
  • Conduct investigations and reporting of incidences in Eastern Region and at UN Hub. 
  • Participate in inter-agency security coordination efforts.

Supervisory/Managerial Responsibilities: The FSCO priority of support and advice is focused on the Eastern Region and UN Hub. Only through a rigorous support of policy understanding, risk mitigation, security drills and training, will the application of security management be fully implemented in Eastern Region and UN Hub. Continuous, effective FSCO management of all security arrangements in the Eastern Region and at the UN Hub will ensure continuous facilitation of safety and security of UN Libya staff in Eastern Region and at UN Hub, enabling safe programme delivery and activities within the context of humanitarian and development role, while working within the UN security policy and framework.

Security Safety-Security advice, planning and coordination:  Ability to provide with authoritative advice and guidance on security management, plan and coordinate security activities

Required Skills and Experience
Education:
  • Advanced university degree (Master’s degree or equivalent) with five (5) years  in social sciences, management, or a related security field, or formal multi-year education in Security Management, such as military or police academy/staff college education (minimum nine (9) months full time) qualification with command experience, plus formal training in security risk management or Bachelor’s degree or equivalent with seven (7) years of experience may be considered in lieu of advanced university degree.

Experience:
  • Minimum of five (5) years of progressively responsible security experience with the advanced university degree, or minimum of seven (7) years of progressively responsible security experience with the bachelor’s degree or equivalent.
  • Previous experience of working with UN Security.
  • Experience in security and risk management.
  • Experience in premises security and guard force management.
  • Previous experience of working in a conflict/post-conflict or crisis environment is an asset.

Language:


  • Fluency in oral and written English is required. 
  • Working knowledge of Arabic is an asset.
