The UNCA is a concise, systemic, and prescriptive document. The purpose of the 2026 Libya UNCA is to generate a high-quality, evidence-based, and forward-looking analytical product that will inform the strategic prioritization process for the next UNSDCF and assess the progress towards the SDGs. The UNCA will identify the structural drivers of Libya’s development and peacebuilding challenges, the groups most at risk of being left behind, key risks and weak signals, and the most relevant pathways for SDG acceleration. The UNCA will also strengthen the UNCT’s collective analytical function by creating a shared evidence base, supporting strategic positioning, informing advocacy, partnerships, and decision-making, and enabling more agile programming in a complex and rapidly changing country context. The 2026 Libya UNCA will aim to: 1. Provide an integrated analysis of Libya’s governance, economic, social, environmental, humanitarian, human rights, political, peace, and security context, with attention to regional and transboundary dynamics. 2. Assess Libya’s progress, gaps, and bottlenecks in relation to the SDGs, the 2030 Agenda, and relevant international commitments. 3. Identify the structural and root causes of fragility, exclusion, vulnerability, institutional fragmentation, and uneven development outcomes. 4. Apply a Leave No One Behind lens to analyze the situation of women and girls, children and youth, older persons, persons with disabilities, migrants, refugees, asylum-seekers, IDPs, returnees, minority groups, and conflict-affected communities. 5. Analyze Libya’s financing landscape for sustainable development, including public finance, domestic resource mobilization, international financing, private finance, illicit financial flows, subsidies, oil revenue governance, and opportunities for innovative SDG financing. 6. Identify emerging risks and weak signals that may affect Libya’s development trajectory and the UN’s strategic engagement. 7. Define a concise set of SDG acceleration pathways and strategic implications for the next UNSDCF. In reference to the roadmap for the development of the new UN planning framework starting from 2028, the Resident Coordinator’s Office (RCO) in Libya is hiring an International Individual Contractor to assist, together with the RCO Economist, the UNCT Analytical Team in the development of the new United Nations Country Analysis. The Individual Contractor will perform the responsibilities presented below. The consultant will report to the Head of Office, with day-to-day coordination with the RCO Economist. Duties and Responsibilities 1. Data consolidation and analysis: The UNCA will be informed by a number of existing assessments across sectors by multiple stakeholders in the country. The consultant should consolidate data and analysis produced by the Analytical Team to produce a comprehensive and conflict-sensitive UNCA that captures changing context, development trends, and SDG progress in Libya. All findings should be supported with evidence. The consultant will support the Analytical Team and the RCO Economist in triangulation to ensure that the information and data collected are valid. 2. Support foresight exercise: preparation of a report on the results of the foresight and/or system analysis exercise. The report should present the methodology used, summarize the main findings, highlight key emerging issues and signals, and identify their implications for the country analysis and broader system thinking and foresight exercise. 3. Drafting and Editing: With inputs from and in coordination with the UN Analytical Team and the RCO Economist, who will produce the first draft of each chapter, the consultant should edit, consolidate, and finalize the UNCA. 4. <p>Addressing the issue of missing persons at a national level and uncovering the truth about the fate of the missing through a fair, transparent, and scientific truth-seeking process is of paramount importance for national reconciliation. The Transitional Justice (TJ) process is still not fully installed, thousands of families, until now, do not know what happened to their loved ones. Families of the missing, civil society actors, and human rights defenders advocating for truth and justice often face intimidation and reprisals, while accountability mechanisms remain weak. Inclusive advocacy and capacity building are required to search for all missing persons, while considering their families' social, psychological, financial, and legal needs. The project Addressing the issue of missing persons through supporting meaningful victim participation and building responsive justice and security sector institutions (hereafter: Missing Persons project ), implemented in partnership between UNSMIL and Our client and funded by the Netherlands' Ministry of Foreign Affairs, was developed based on a preliminary situation analysis and needs assessment to better understand the concerns and demands of families, which revealed a widespread lack of awareness of rights, entitlements, and available services among them, as well as limited access to trusted legal assistance and mental health support (MHPSS). Women, in particular, are disproportionately affected due to socio-economic vulnerability, social stigma surrounding MHPSS, and the absence of effective witness and victim protection laws in Libya. To address this service gap, pilot community-based referral mechanisms (referred to under the project as One-Stop-Shop services) will be operationalized in Tarhuna and Tawergha to provide coordinated access to legal aid, forensic follow-up, administrative assistance, and psychosocial support. The OSS model will function as a trusted community entry point and referral mechanism linking families to relevant authorities and service providers, contributing to the right to truth, justice and reparations. On this basis, Our client will select qualified experts in both localities to oversee the referral system. Within this context, Libya is affected by complex and interrelated cross-border challenges, including:<br>• Mixed migration flows involving migrants, asylum seekers, and refugees transiting through Libya, often in vulnerable situations.<br>• The activities of transnational organised crime networks engaged in the smuggling and trafficking of persons, weapons, fuel, and illicit substances.<br>• The movement of armed groups and foreign fighters across porous border areas.<br>• The potential exploitation of ungoverned or weakly governed spaces by terrorist and violent extremist actors.<br>These challenges have implications not only for Libya’s national security and stability but also for regional peace and security, including in neighbouring Sahelian and North African countries. Border communities, particularly in remote areas, are disproportionately affected by these dynamics, facing limited access to services, economic marginalisation, and heightened protection risks.<br>The Government of Libya has taken steps to address these challenges, including the development of strategic frameworks such as the “Security Plan to Reduce Smuggling and Control the Borders” and the “Four Lines of Defense” concept. While these initiatives provide an important foundation, there remains a need to further consolidate, harmonise, and operationalise existing approaches within a comprehensive and coherent national strategy. In this regard, there is a recognized need to strengthen border governance through an integrated and coordinated approach. The European Union’s Integrated Border Management (IBM) concept offers a relevant reference framework, promoting a multi-agency, multi-level, and whole-of-government approach to border<br>management. This approach emphasises effective coordination among relevant national authorities, including border guards, customs, migration services, and law enforcement agencies, as well as enhanced cooperation with neighbouring countries and regional partners.<br>In line with international standards and guidance developed by relevant organisations, including the United Nations, the World Customs Organization (WCO), and the World Bank, effective border management requires a balanced and comprehensive approach that integrates security considerations with the facilitation of legitimate trade and mobility, the protection of human rights, and the promotion of sustainable development in border areas. Against this backdrop, the development of a comprehensive Border Management Strategy for Libya is considered a priority. Such a strategy should build on existing national frameworks while addressing identified gaps in legal and regulatory systems, institutional coordination, operational capacities, infrastructure, and cross-border cooperation mechanisms. It should further be accompanied by a realistic and phased implementation plan, ensuring alignment with national priorities and international standards.<br>The consultant shall also define clear governance arrangements, roles, and coordination mechanisms among the Border Guards Agency, Ministry of Interior entities (e.g. GACIM), Ministry of Defence/Border Guards, and customs authorities. The UN Sustainable Development Goals explicitly include legal identity for all (SDG 16.9), highlighting its role in inclusion and governance. In fact, e-ID allows individuals to securely prove their identity in digital environments, which improves access to healthcare, education, financial services, and social protection while reducing costs and improving efficiency in delivery. Identity verification is also essential for the resilience of societies and economies. Well-governed digital identity systems are now viewed as critical digital public infrastructure necessary for long-term sustainability and trust in digital transformation . Globally, the impact of e-ID is transformative but uneven. The World Economic Forum (WEF) highlights that around 850 million people still lack legal identification, limiting their ability to participate fully in society and the economy. Expanding digital identity systems can significantly improve inclusion, enabling access to digital services, financial systems, and labor markets while enhancing privacy and user control when properly designed. Regionally, especially in developing economies, e-ID is expected to accelerate digital economies and public sector efficiency; however, gaps in infrastructure, governance, and interoperability remain major barriers. Evidence also shows that lack of ID restricts access to essentials such as mobile connectivity, banking, healthcare, and voting, demonstrating the broad socio-economic consequences of identity exclusion. Two widely cited global success cases are Estonia and India. Estonia s e-ID is considered a global benchmark, where over 99% of public services are accessible online and citizens use digital identity for voting, healthcare, taxation, and business, demonstrating how e-ID can anchor a fully digital society . Its success is grounded in strong legal frameworks, interoperability, and universal adoption. Another example is India s Aadhaar system , which has enabled large-scale inclusion in financial services and targeted welfare delivery. These cases illustrate that successful e-ID systems combine policy, technology, and governance to drive adoption and trust . For Libya, developing a robust e-ID policy is critical to advancing its digital transformation agenda and overcoming governance and service delivery challenges. Given Libya s high internet penetration, a clear, comprehensive e-ID policy would strengthen trust, improve interoperability across government services, and address gaps in data protection and digital governance. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national digital identity policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital identity policy to the GIA. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the digital identity policy. To produce the draft policy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to digital identity policies and frameworks (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with GIA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; 4.
